Job Introduction

The Technology and Digital Change Programme Manager will have accountability for all aspects of Programme(s), from initiation through implementation and transition into service. The Programme Manager will ensure that programmes are completed to a consistently high standard, within budget, that objectives are met on time and senior stakeholders are kept suitably up to date around progress and risks.

Main Responsibilities

  • Accountable for the setup and delivery of Programme(s) within T&DC; ensuring programmes and the underpinning projects are adequately planned and resourced to deliver outcomes to time, cost and quality
  • Accountable for ensuring that projects and programmes operate in accordance with the T&DC operating model and governance framework
  • Accountable, alongside the Service Delivery Manager, for the to successfully transition of technology projects to steady state, ensuring user disruption is minimised through strong co-ordination of the IT teams
  • Accountable for accurate programme reporting to appropriate funding and governance streams
  • Accountable for understanding, mitigating and escalating risks
  • Responsible for developing individuals and managing resources in the team as appropriate to ensure that people can maximise their contribution to the business and that suitably qualified and experienced resources are sustained
  • Accomplish results by communicating job expectations to relevant staff; planning, monitoring, and appraising job results; coaching, counselling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures
  • Work alongside the T&DC PMO and the Lead Project Manager to continually improve project and programme management artefacts and ways of working such as project initiation documentation, project plans, risk and stakeholder’s matrices and business cases
  • Supportive in the analysis of project proposals alongside the Portfolio Manager and Chief Architect to determine time frame, budget, risk, and the appropriate process for accomplishing projects

The Ideal Candidate

  • Extensive demonstratable experience of successfully delivering and leading large scale/complex technology and digital change programmes to time, cost and quality
  • Extensive demonstratable experience of managing both change and ‘IT’ programme teams including Project Managers, PMO, Analysts, Technical Architects and Engineers
  • Extensive demonstratable experience of using project and programme management tools (for example MSP) to manage plans, RAIDS and other key artefacts
  • Extensive demonstratable experience of successfully managing change teams from a line management and development perspective
  • Experience of working within and shaping technology governance frameworks, planning tools, IT service processes (ITIL) and best practices
  • Comfortable managing multiple third party and external industry, regulatory and statutory stakeholders and obligations
  • Strong communication and influencing skills and the ability to build relationships and influence senior stakeholders
  • Good working knowledge of technical IT disciplines 
  • Familiar with programme management methodologies (for example APMP, MSP)
  • Strong knowledge and understanding of business needs, business impact and business change with the ability to establish and maintain a high level of customer trust and confidence
  • Be eligible for security clearance to SC level
  • Willingness to travel to other UK locations and a full UK Driving licence
